Introduction

The purpose of this report is to look at the actual submitted data from the Recovery Navigator Program and compare the differences in how it was operated under Gather Church and then later under Destination Hope & Recovery.

While the publicly available data can't tell the whole story, I think it can be useful to determine in a broad way, whether Gather Church was failing in their operation of the Recovery Navigator Program.

Abstract

Having reviewed what data I was able to obtain (RNP data reporting, monthly reports, interviews, emails, text messages, etc) I think I could reasonably make the following statements that on a broad level:

  1. Gather Church did not appear to be failing in their operation of the Recovery Navigator Program
  2. In certain important metrics, it appears that Gather Church's approach and methods exceeded those of their successor, Destination Hope & Recovery
  3. In what I consider the most important metric, case management activity, Gather Church was far more active in case managment overall and intensive case management specifically

During the course of my investigation, the following also became evident:

  1. Political interests and alignments were a constant source of disruption and hesitation around the program
  2. Personal health information (PHI) may have been mishandled both in how it was disseminated and how much was shared with parties who had no reasonable purpose for receiving it
  3. Centralia political players had an outsized influence over a contract ostensibly meant for an entire county
  4. No appropriate and designated systems of accountability appeared to have been exercised in the ongoing and rather serious accusations against Gather Church
  5. At least one function of accountability appears to have been aborted due to political pressure
  6. From the outside looking in, it's difficult to see what, if anything, Great Rivers did to navigate any of the ongoing issues that plagued the program including but not limited to, engaging formal systems of accountability, investigations, or even facilitating oversight into stakeholder disputes and functions.
