Unlike law enforcement referrals where there is some evidence that Destination Hope & Recovery's outreach events (ride-alongs) with Centralia PD seem to be driving an increase in LE referrals, there isn't anything obvious to explain the similar increase in CBO referrals. That they reflect very similar pattern may indicate that they are somehow related in how DHR conducts engagements.
