By Outreach
Definition of Outreach according to Uniform Program Standards:
Meeting people where they are physically and mentally at to engage in conversation and extend program offerings. Services are mobile and integrate teleservices when applicable. This includes identification of historically underserved and marginalized individuals and engagement of these individuals in assessment and ongoing supportive services as necessary.

Engagement Outcomes with Outreach Referrals
Engagements by outreach appear to have a relatively low "Unsuccesful Contact Attempt" (26%) outcome compared to Law Enforcement (51%) and CBO referrals (52%). I think an argument could be made, given the differences between LEAD and RNP, that utilizing outreach as a primary method of engaging with the targeted demographic is more likely to result in follow up contact and better develop the needed relationship towards extending care and services.
